AIS (Automatic Identification System) is a maritime communication and tracking system used by vessels to automatically exchange information with other ships and shore-based stations.
AIS transmissions can include information such as a vessel’s identity, position, course, speed, and navigational status. This information helps improve situational awareness at sea, supports safer navigation, and contributes to maritime traffic monitoring.
Originally developed primarily as a collision-avoidance and navigation aid, AIS data is now also widely used to understand vessel movements and support aspects of maritime monitoring and governance.
However, AIS does not provide a perfect picture of everything happening at sea. Signals may be unavailable or interrupted, some vessels are not required to carry AIS, and transmitted information can sometimes be incorrect or deliberately manipulated.
One form of manipulation is known as AIS spoofing, where false or misleading information is transmitted so that a vessel’s reported identity or location does not accurately represent reality. This can make maritime monitoring and accountability more difficult.
For an archipelagic country such as Indonesia, understanding technologies such as AIS is increasingly important. Knowing who is at sea, where vessels are operating, and what activities may be occurring contributes to maritime safety, environmental protection, security, and effective ocean governance.
Why does it matter?
The ocean may appear open and empty from the shore, but thousands of vessels move across it every day. AIS helps transform some of those movements into information that people and institutions can observe and interpret.
Understanding AIS therefore offers another way of understanding the ocean—not only as a physical space, but also as a space that must be observed, governed, and responsibly shared.
